“Boku ha Imouto ni Koiwosuru” by Perfect Love published in 2010 by 九重実埜, according to the manga & doujinshi lexicon. Perfect Love would be such a fitting love for a Sailor Moon doujinshi.. where the dream of a “perfect” love is a kinda central theme :P
I first wondered if it was Seiya or Mamoru, since Mamoru had rings in his ear on some of Takeuchi’s original art, while Seiya usually have moon-shaped earrings, at least in the anime. But its Seiya :)
Some trivia about Seiya; She/he is told to be a mix between Mamoru and Haruka, and modelled after Jenny Shimizu, according to wiki. She/he should be the perfect love for Usagi in other words, as with Seiya she would get the best of both worlds, and a mix between Haruka and Mamoru is imo waaay more tempting than just Mamoru. ^^
